CURRENT ROLES

Estimator (Rail, Infrastructure, and Civil Engineering)

Location: Cardiff / Hybrid Working
Salary: Up to £40,000 DOE + Car Allowance or Company Car + Excellent Benefits
Hours: 37.5 per week, flexible Monday–Friday

About the Role

We are seeking a motivated and technically capable Cost Estimator to join our growing team, supporting the development of robust early-stage and whole-life cost estimates across the rail, infrastructure and wider civil engineering sectors.

This role is ideal for someone with experience in rail project estimating or quantity surveying, who is confident producing both capital and whole life cost (WLC) models. You will contribute to early-stage business cases, feasibility studies, and options appraisals, while also helping to develop our growing unit rate cost database and pricing models.

Your work will support strategic investment decisions and long-term asset planning for our clients.

Key Responsibilities

  • Prepare early-stage, feasibility and outline design cost estimates for rail and infrastructure schemes.
  • Produce whole life cost estimates, including inspection, maintenance, refurbishment, renewal and operational cost modelling.
  • Undertake quantity take-offs using digital measurement tools such as Bluebeam, CostX, or equivalent.
  • Support the development and maintenance of our unit rate cost database, benchmark datasets and pricing models.
  • Analyse drawings, specifications, asset data and maintenance regimes to inform both capital and lifecycle costs.
  • Work collaboratively with colleagues, designers, and stakeholders to support value, risk and cost decision-making.
  • Contribute to improvements in estimating processes, tools and methodologies, including whole-life modelling approaches.

About You

Essential Skills & Experience

  • Experience working on rail or infrastructure projects as an Estimator or Quantity Surveyor.
  • Ability to produce both capital cost estimates and whole life cost models (maintenance, renewal and operational cost planning).
  • Experience of measurement and bill of quantities preparation in accordance with standard methods of measurement (e.g. RMM, NRM, CESMM)
  • Proficient in digital quantity measurement tools (e.g., Bluebeam, CostX).
  • Strong understanding of infrastructure construction methods, cost drivers and asset lifecycle considerations.
  • Confident analysing scope, asset data, drawings and maintenance information.
  • Strong numerical and analytical skills with attention to detail.
  • Adaptable, organised and able to work independently in a fast-paced environment.

Desirable

  • Experience building unit rates, cost databases or pricing models.
  • Knowledge of NEC contracts and infrastructure cost planning standards.
  • Understanding of engineering processes and construction methodologies.
  • Working towards or holding professional membership (RICS, ICES, APM etc.).
  • Degree qualified in Quantity Surveying or an associated field.

Quantity Surveyor (Cardiff Based)

XCOM is a cost and project management consultancy specialising in rail and infrastructure. Our service offering is focussed around four key areas; commercial management, cost estimating, procurement, and project management. We work with infrastructure clients throughout the supply chain and collaboratively deliver advanced solutions to complex issues.

XCOM is a new company. We’re building a team of experts to support infrastructure projects across the UK. With a focus on growth, we want individuals that will strengthen our service offering and are committed to continuous improvement. We invest in our people to create expert professionals.

The Role

This role will be based in a client facing environment, on a major infrastructure project. Generally, you will be expected to take responsibility for the following requirements:

  • Administering NEC3 and NEC4 contracts,
  • Interrogating costs and identifying efficiencies,
  • Assessing and ensuring payments are made accurately and timely,
  • Managing and presenting commercial reports; including a measure of cost to date and forecast to complete,
  • Mentoring and advising junior staff,
  • Preparing budget estimates and cost plans,
  • Undertaking measurement activities in accordance with recognised industry standards e.g. NRM and RMM
  • Communicating effectively with key project stakeholders
  • Requirements
  • Degree qualified in a relevant subject area with a minimum grade of 2:1
  • Chartered or committed to achieving chartered status
  • Experience of working on major rail and/ or infrastructure projects
  • Understanding of typical industry forms contract e.g. NEC, JCT, FIDIC
  • Well organised, disciplined, proactive and committed
  • Good technical writing, oral, and communication skills

Package

  • Salary of up to £55,000 per annum + annual bonus.
  • Really flexible working: 37.5hrs per week completed over a minimum of four days, and a maximum of five days (Mon-Fri).
  • Hybrid office location – a blend of working from home or office.
  • 26 days annual leave per year
  • Annual personal training and development allowance.
