Acting on behalf of the Welsh government, TfW undertook a study to establish a revised budget for the operation, maintenance and renewal (OM&R) of the CVL. XCOM was commissioned to provide unit rates for all CVL asset types, including operational, maintenance, refurbishment and renewal costs. Working collaboratively with multiple consultants and stakeholders (including the ORR), XCOM’s input helped to achieve a successful submission that has realised more funding for the Client’s rail network.
